Nonresidential Standards – Indoor Lighting Controls (section 130.1)
California Title 24 building energy code version 2025 is going to go into effect starting on January 1, 2026. Every three years, the State of California through the California Energy Commission releases its Building Energy Code updates. The 2025 standards will continue to improve upon the 2022 standards for new constructions, additions, & alterations to residential, non-residential, high rise residential, and hotel/motel buildings.
Before it’s official start, project planners, designers, and construction installers have already begun in preparation prior to January 2026. Let us dive into more details of the 2025 CA Energy Code changes.
Section 130.1 – Mandatory Indoor Lighting Controls
Nonresidential and hotel/motel buildings shall comply with the applicable requirements of Sections 130.1(a) through 130.1(f), in addition to the applicable requirements of Sections 110.9 and 130.0.
(1) Manual Controls (Section 130.1(a)).
Each space shall be provided with lighting controls that allow the lighting in that space to be manually turned on and off.

(2) Multi-level lighting controls (Section 130.1(b)).

(3) Shut-OFF Controls (Section 130.1(c)).
All installed indoor lighting must be equipped with controls to automatically reduce lighting power when the space is typically unoccupied.

(4) Daylight Responsive Controls (Section 130.1(d)).
